No! The bands that you see wrapped around the liferaft are there to keep the container closed tightly and are designed to break off during inflation. You should either see a label that says "Do Not Cut" or a graphic of scissors behind an 'X' indicating not to cut the straps.
All of the liferafts we sell at SurvivalAtSea.com are self-inflating with the simple pull of an activation cord called a "painter line." Regardless of the exact brand or model, most liferafts operate by pulling on the painter line until the raft bursts from its container or valise. Removing the raft from its container or valise before inflating is unnecessary and could prevent it from deploying correctly.
You only need to carry a USCG-approved liferaft onboard your vessel if you are engaged in certain commercial activities, such as commercial fishing or accepting passengers for hire. If you are not operating a commercial vessel, an ISO-approved or recreational liferaft might be a better choice.
